The school system is largely financed by taxes. The Swedish government treats public and independent schools equally [87] by introducing education vouchers in 1992 as one of the first countries in the world after The Netherlands. Anyone can establish a for-profit school and the municipality must pay new schools the same amount as municipal schools get. School lunch is free for all students in Sweden, which usually includes one or two different kinds of hot meals, a meal for vegetarians, salad bar, fruit, bread, and milk or water for drink. Some schools, especially kindergartens and middle schools, even serve breakfast for free to those who want to eat before school starts.
There are a number of different universities and colleges in Sweden, the oldest and largest of which are situated in Uppsala, Lund, Gothenburg and Stockholm. Only a few countries such as Canada, the United States and Japan have higher levels of tertiary education degree holders. Along with several other European countries, the government also subsidises tuition of international students pursuing a degree at Swedish institutions, although there has been talk of this being changed.[88]

Advanced Vocational Education (AVE)
Advanced vocational education (“kvalificerad yrkesutbildning” in Swedish) is a relatively new form of post-secondary education, with a greater emphasis on learning in the workplace. Most AVE programs are in Swedish. One program, however, is in English, and actively seeks applications from foreign students: Globalverkstan
Globalverkstan (“the global workshop”) aims to teach students the skills needed to initiate and carry out projects in the non-governmental agency (NGO) sector. The three-semester program operates under the auspices of Göteborg University, and is located in Göteborg. The courses start in January each year.
Advanced vocational education leads to an AVE certificate. This form of education is administered by the Swedish Agency for Advanced Vocational Education (Myndigheten för kvalificerad yrkesutbildning).
